Basically what Shahid Masood is trying to say is that AFWA is sometime like a calculated analysis by the originater(of the Afwa)on the basis of the situation. And he presented 2 stories which is clear enough to understand his logic.. Basically the originator of the Afwa is neither saying truth nor lie, he gives his own analysis(based on what he has witnessed, seen or heard) which spreads like rocket by other people, but the originater in this case can't be held accoutable saying that he lied. Because if that's the case then every Analyst on every TV channel is a liar, Because everyday we hear things from these analysts that in his view this is going to happen and that is going to happen etc. Some of them happens while other things don't. So Shahid Masood is basically saying that AFWA is a calculate analysis.
While sometimes Even an AFWA can be a total lie by the originator, because for some goal the originator spread a false news which is spread like rocket.
