About Frontier Constabulary


Frontier Constabulary (FC), Khyber Pakhtunkhwa was established by amalgamation of Border Military Police (BMP) and Samana Rifles (SR) in 1913. It derives its name from the fact that it was initially entrusted with the cardinal task of policing the frontiers that separated the settled districts of the province of Khyber Pakhtunkhwa (the then North West Frontier Province) and the tribal areas against tribal incursions, criminal gangs and marauders operating across this buffer zone.


However, owing to the prevalent reign of terrorism and deteriorating law & order situation in the country, FC has been entrusted with numerous multifarious and multidimensional tasks in addition to its cardinal function. These duties include supporting law enforcement agencies (LEAs) in controlling law & order situation and providing security to diplomats, vital government installations, VVIPs/VIPs, multi-national companies (MNCs) and hydro-power projects (HPPs).


FC has suffered heavy losses on account of infrastructure as well as human resource in the prevalent war on terror. Around 300 FC personnel have embraced martyrdom and a similar numbers have been injured. This includes martyrdom of Mr. Safwat Ghyur, the then Commandant Frontier Constabulary.



It is pertinent to mention that Frontier Constabulary has completed its 100 years during the year 2013. In order to commemorate and highlight the services rendered by this force, a week long centennial celebrations have been planned in the month of December.


ORGANIZATION OF FRONTIER CONSTABULARY


Frontier Constabulary (FC) is governed under the Frontier Constabulary Act, 1915 and North West Frontier Constabulary Rules, 1958. The maintenance, superintendence, administration and control of Frontier Constabulary is vested in the Federal Government. Moreover, the Federal Government is empowered to deploy Frontier Constabulary in any part of Pakistan for better protection and administration of those areas.


STRUCTURE



Frontier Constabulary has its Corps Headquarters (CHQ) located in Peshawar. It is headed by Commandant Frontier Constabulary (CFC), an officer of Police Service of Pakistan (PSP) and of the rank of BS-21. He is assisted in the administrative affairs by two Deputy Commandants (DCs FC), officers of Police Service of Pakistan (PSP) and of the rank of BS-20. Besides, there are a number of Principal Staff Officers (PSOs) to look after the ordinary course of business.


District is the basic unit of operational hierarchy of Frontier Constabulary. There are seventeen districts in total known by the names of FC Districts. Each district is headed by a District Officer (DO), commonly known as DO FC who is an officer of the rank of BS-19 or BS-18. He is assisted by a fixed number of Assistant District Officers (ADOs), commonly known as ADOs FC, the officers of the rank of BS-17.




DUTIES

Frontier Constabularys pivotal function was to police the border between the settled areas of Khyber Pakhtunkhwa and the Tribal areas against tribal incursions and criminal gangs operating across the border.

With the advent of war against terrorism, militancy, belligerency, extremism & sectarianism and deteriorating law & order situation, FC has been entrusted with numerous multifarious and multidimensional tasks thereby transforming it into a Federal Reserve Force. These tasks and duties include:



  • Policing the border between the settled districts of Khyber Pakhtunkhwa and tribal areas;
  • Supporting and assisting provincial / local police, military and other LEAs in maintaining law and order and strengthening the writ of the government in restive and turbulent areas throughout the country;
  • Providing security to the diplomatic installations, diplomats and related accoutrements;
  • Providing security to sensitive government installations, prisons / jails;
  • Providing security to VVIPs, VIPs etc;
  • Providing security to multi-national companies (MNCs) & Hydro Power Projects (HPPs);
  • Providing security to commuters and trade on Karakorum Highway (KKH) via Karakorum Task Force (KTF) ;
  • Providing security to polio campaigns;
  • Participating in relief activities during natural calamities; and
  • Any other task / duty entrusted by the Federal Government from time to time.
