I m not sure who told you we have restrictions for civil nuclear reactors but as per my information, we are not under embargo regarding civil nuclear reactors. BTW, the CHASNUPP are built and operated by Chinese as are the first one in the world built Chinese by 100% Chinese technology. Not sure who is operating it but CHASNUPP1 was built and operated by Chinese as Pakistani Engineers were not feeling comfortable operating it. Location is strange where strong winds were shutting down reactor in emergency during commission time and came to know that a local politician sold his barren land like a gold mine.
Yes we are making fuel locally which is the case with mos of the nuclear nations.
You may be trained in the Nuclear Power field but based on my knowledge the break even is 600MWe as per western standard where they hire one person not 10 like in our country.
If you search the countries which are constructing Power Project are using 1600MWe per unit.
In terms of KANNUP-1 it was designed for 127MWe but on commissioning found 131MWe but was never operated on full power as at the beginning, Karachi grid was not having capacity and now its aging. Mostly it was running close to 72MWe and remain closed for maintenance few months a year. BTW its Canadian design and even Canadian are not building new reactors for the power purpose.
In short, Nuclear Technology is feasible if we start constructing 600+ MWe projects but location is very important as this technology poses issues. Like we recently saw in Japan and now they are not going to use Nuclear for future growth.
We can generate a lot from rivers and canals like we have in Renala Khurd but from such projects Sharifs and Zardaris can't make money so they are not considering such options.
