Nawaz dakoo has not spent a penny on health and education.Pakistan started its space program before India but due to lack of funding and complete neglect Pakistan space program is not making any progress.India on the other is building and launching satellites because India allocated funds and hired the right people.Nawaz dakoo thinks roads will make Pakistan an advance country but it won't happen.China for example sorted its economy and education first and then started massive road and rail programs. If China didn't have the engineers and scientists it would have not been able to build high speed trains or the space station.
