Remember, these drones are one-way tickets; they are not launched to go back to their base. They would self-destruct when hitting a target. No matter what the target is, in most cases they are not shot down; they just strike any place and are broken into pieces.
They are cheap drones, and with small projectiles attached to them, they are not target-seeking intelligent bombs. They are more of panic-creating tools; no serious harm can be caused by them, apart from if they hit an unfortunate man or a building and someone is hurt or killed from falling debris.
