Can you kindly point to the law where it says CDA can't do that? If that's the case then such awarding would automatically be called as null and void in any court of law, so I don't think it is that simple.

As far as I know, this is legal - however the courts can clarify it.
Probably this "Senior" reporter is a political hack of Express tribune and shills for Athar. Many of his opinions about law and the role of courts are objectionable.

Sorry to differ - as past experience of 70+ years tells us - neither the Open tender nor the Lowest price criteria ensures non-corrupt practices - rather results in inefficiency. Pre-qualification helps but then that is also marred by bribes and corruption. Engineering department /departmental purchase are systematically corrupt and flawed however this is corny issue which has no easy answers.

No the system is flawed and about ensures corruption, inefficiency and less-than-par contractors.
The procedures of contract and payment forces corrupt practices and too honest engineers and contractors are pushed out of system or are made redundant. Everyone in the field understands it well and, when one needs to ensure quality work, rules are mutually broken keeping it legal with fake paperwork. But as I said there is no easy solution. Court/legal system is also highly flawed and lacks capacity to oversee development projects (I know what I'm talking about.)

Also I don't see them hiding the name in the news and are publicly naming them for the project.

Of course , the due process was not followed. Was the tender published in newspapers? You just cant deny private companies a chance to bid. What other benefits are the uniforms taking in exchange for their support?
