Bureaucrats dont make the system, the politicians do. Pakistan had one of the best bureaucracies in the world, politicians destroyed it. Pakistan's system is based on corruption.
An honest bureaucrat cannot stay in power for long, the clerks under him will starve and start scheming against him, other corrupt bureaucrats(most if them are) will not trust him and pull him down. Politicians will stop his promotion.
Few days ago I saw a journalist talk about a bureaucrat who served 33 years in audit with a clean record had has promotion stopped and was retired becauae he didnt bow down to pressure from Nawaz Sharif.
If that officer was promoted as he deserved he would have been the auditor general of Pakistan right now. But Nawaz Sharif could not afford to have a person who is not under his control to be in that position. Nawaz wants to hire his own people who will do his governments audit. This is not how the world works, audit and all other departments should be independent from political interference.
Someone has to change this system, make bureaucracy independent, give them proper salary and benefits and remove the incentive for corruption, enforce accountability and whistle blower act then things will be different.
They don't vote for bureaucrats, who are even worse.
