He is actually pointing towards the core of technical rigging in elections. Hands right on the pulse. This can also be called as rigging outside the polling station even before the polling starts. Since i have been a polling ageint several times so i can say with confidence that it has nothing to do with casting votes or counting them, it is a bit technical rigging without coming in to notice.
