In my opinion its "us" Awam, the people of Pakistan who are corrupt. Ager hum log ghalat sochna, bolna or krna chor dain to sub theek ho jaie ga. In sub edaroon main humare jaise Pakistanis he serve krty hain koi bahir say to aya nahi :)
