Obviously Punjab is the most developed province of Pakistan if you see in absolute terms. Punjab has been the gateway to power and has been a focus of all Parties since Creation of Pakistan(specially after Zia ul haq's era). Every Party be it Zia ul haq, PML-N, PPP, Musharraf or PML-Q has done most of the development work in the province they considered the gateway of Power. So the credit in Punjab doesn't go to a single party.
But if you want to measure the performance of a Government then you need to see how much development/improvement has it make since it got into power. Even if you compare it in real terms today then 4 districts vs 19 districts seems like a marginal difference keeping in mind that Punjab's districts, population and budgets is 3 times more than KPK. So in real terms if today KPK had 6 districts vs 19 then it would have meant that KPK is at par with Punjab(in just 5 years of PTI government vs decades of all governments in Punjab)...
