Possibly as a part of an economic package. Buying out the plants essentially means that the liabilities of Punjab govt are cleared right away, and that would be a financial boost in an indirect way.
Though Im not a fan of foreign govts or companies owning power plants or other important infrastructure in Pakistan, but Saudi is an old friend. So maybe there is some economic sense to this.

Not bad option..Panjab Gov will free for any liabilities.Untill we made two major Dams and many small dams..Solar energy..Wind energy projects..and other alternative sources of energy..we have to depend on Oil or Gas expensive power projects..I also wants to finish agreements with IPPs when thiers date of expiry come.. Gradually we need to get rid off IPPs which cost us expensive electercity per unit..Gov made amendment and sale them to KSA..KSA already helping us a lot..We should oblige them as good will gesture..Better to sale these power projects to KSA rather than local and international Mafias..

These plants are being run on LNG not on Furnace Oil which is way cheaper and echo friendly.

Why would they want to buy plants running at half their capacity factors.

Direct Investment is better than giving chairity to Pakistan..KSA and UAE making oil refineries in Gawadar..and also building Oil complex city in Gawadar..And I am sensing..Russia..and others countries also making many projects in Gawadar.....In.CPEC..There are many opportunities in Gawadar to invest by any Gov of the world...China directly link with Gawadar via roads.Rails..Sea..and others countries also including Pakistan...You guess how important is CPEC..

Was just wondering why would they would want to buy low performance coal-fired plants that everyone in the world is abandoning.

its a good offer this way, Pakistan can get some foreign currency, and the plants can be run by better administration with a huge capacity of financial resources, rules can be changed for that especially when there no personal interest are kickback involved, its a good good move for NEW PAKISTAN

Plus Saudis might have better expertise in running the plant than corrupt /incompetent bureaucracy in Pakistan.
