the masked rangers individual is actually a RA terrorist that's why he is hiding his face. His mandate from his RAW boss was to kill so a panic and stampede resulting in even more panic hence more firing.
1. Who was the Captain of this ranger's deployment? Why did he not notice that one of his soldiers was wearing mask
2. Where did the soldier go? Did he skipped after creating the trouble?
The Captain should be investigated and Court Martialed if enough ground exists.
