ISLAMABAD: Transparency International, Pakistan, has given a perfect send off to the PPP regime by stating that the last five years rule has been the worst in the countrys history.

Corruption and bad governance caused over Rs18 trillion loss to the nation while Pakistan dropped from the 47th to 35th position on the most corrupt countries list from 2008 to 2012.In regard to the provincial governments, the TIP noted that the Punjab, which has been the most corrupt in the 2008 survey, has emerged as the least corrupt during these years; whereas, there has been rampant corruption in the Khyber Pakhtunkhwa, Balochistan and Sindh.

According to the National Corruption Perception Survey, conducted in 2008, Balochistan was ranked as the least corrupt province and the Punjab was the most corrupt province, but in 2010 NCPS, the Punjab was ranked as the least corrupt province while the KP emerged as the most corrupt province.

In a statement issued to The News here on Thursday, Syed Adil Gilani, the TIP Adviser, said, Last five years period in Pakistans short history of 65 years has been the worst in governance and corruption. The ranking of Pakistan in TI Corruption Perception Index dropped from 47th most corrupt country in 2008 to 35th most corrupt country in 2012.

He said that corruption was rampant in the land department and FBR. For the first time in the last 10 years in the TIP National Corruption Perception Survey, Gillani added that the land department has jumped to become the most corrupt sector replacing the police.

Land deals in NICL proved that public money was spent at 800% more than the market values in 800 Kanal Lahore deal. Millions of acres of land allegedly illegally allotted at less than 20 times the market value in last five years. This grave situation compelled the Supreme Court to pass an order on 28th November 2012 to ban the transfer of property in Karachi, and summoned the record of property transfers done after the assassination of Benazir Bhutto.

He said that even NAB chairman on December 12, 2012, in a press conference, acknowledged that corruption in Pakistan had reached the alarming figure of between Rs10-12 billion per day and pointed out that tax to GDP ratio was only 9%, which should otherwise be 17%. He added that the country may annually receive 2,500 billion rupees in taxes, i.e. Rs7 billion daily.

The TIP also pointed out that innumerable mega corruption cases were exposed during these years, including $500 million RPPs deal, Rs8 billion case of NICL, massive corruption in PIA, Rs20 billion corruption case of Pakistan Steel, Rs10 billion Punjab Bank swindle, Pakistan Railways, Ogra scam, Haj scandal, LNG import case, over Rs150 billion alleged corruption in KESC with illegal amendments to agreement in 2009, Wapda Golen Gol project and Rs20 billion Neelum Jhelum inquires, loot and plunder in CDA, NHA, SSGCL, SNGPL, Rs400 billion PSO case and OGDCL corruption.

He said that Pakistan economy during these years grew at a miserly low rate of 1.7% to 3.5%. Just last year, Pakistans ranking on the Ease of Doing Business Survey has fallen from 104 to 107th; whereas, the 2012 Rule of Law Index survey by a US body had placed Pakistan as the seventh most corrupt and the top-most insecure nation out of the total of 97 countries assessed.

He added that rampant corruption in the Khyber Pakhtunkhwa and Balochistan have also resulted in an alarming increase in terrorist activities in these two provinces, followed by Sindh. The law and order situation in Pakistan during these last five years has resulted in making Pakistan as the most dangerous country to live, and in 2012, Unesco declared Pakistan as the 2nd most dangerous country for journalists.

The TIP added that due to bad governance, the food inflation was assessed in 2011 as close to 18% by the Asian Development Bank. Inflation has hovered around the 15% mark in the last five years and only recently, the government is claiming a decrease.

In the same period, the price hike saw new heights as the Consumer Price Index increased from about 100 points to about 173 points whereas, the unemployment rate kept creeping up. In the same period, the dollar to rupee conversion rate went from 60 Pak Rupee per 1 US dollar to 100 PKR. The TIP lamented that despite massive corruption, not a single case of mega corruption has been prosecuted by the FIA or NAB in the last five years.

So in the three years since

No doubt PPP has worked wonders since then, and Pakistan is a positively now a Paradise.
There is no load shedding gas is free,people get paid to go to school,
and the health service is second only to the Swiss

he has problem with transparency international,he belives that this organization is pro n and the way they expose central govt same should be carried out for punjab govt,why are they giving n a clean chit

Yaar Chief.. as much as I want to believe these figures, I frankly do not think Rs 18 trillion on Govt balance sheet is possible without a currency crisis.. I have reported in the Past that SBP injected 19.1 trillion from Jan'12 to Jan'13 (13 months) which every single injection transaction, lekin even if you take that figure and put in solely on the Govt balance sheet,... nahi... that hasnt happened.
