It depends who's asking. If its a Business owner importing stuff, I'd ask him to arrange USD and RMB.
If its individuals, I'd say buy dollars. and just hold on to them.

I have USD and Canadian Dollars... I am going to HK next month, I will still have some Rupees left over that I do not need since I wont go back to Pakistan for a while.
