A good speech - you summed it up very well, SMQ; "When the government becomes or looks helpless then the people assume power and make decisions themselves."
This is exactly what Sir Syed Ahmad Khan said over 150 years ago that "if a government were ignorant or inept, but the populace were informed and knowledgeable then such a people can even pull that ignorant and inept government up to action and responsibility."
