Special thanks to a friend of mine who complied this data prompted after Asad Umar mentioned this on a TV show that Punjab is actually the worse managed province in Pakistan economically.

This is based on data released by the Federal and Provincial Govts. so nobody could dispute it.

This datacomes from the 5[SUP]th[/SUP] Annual Report 2012: The State of the Economy The Punjab Story, compiled by the Institute of Public Policy (IPP) Beaconhouse National University, Lahore. Bear in mind this is not somesmall university or study (with several leading Pakistani economists on thepanel, including Mr. Shahid Javed Burki, Mr. Hafiz Pasha, Ms. Aisha Ghaus Pashaamongst others) (with Mr. Sartaj Aziz as the lead researcher in theteam for this very report, whos also written the Foreword).

Performancein Punjab Government

1) Annual GDP of Pakistan averaged around 5.5% during FY00 toFY07 (basically Musharrafs era) which came down to 2.9% during FY07-FY11(covering mostly the performance of the previous government). GRP (GrossRegional Product) Rate of Punjab during FY00 to FY07 averaged 5.6% as comparedto the Rest of Pakistans 5.4%, i.e. Punjab outperformed the other provincesand contributed more towards the overall GDP growth rate of Pakistan. Howeverduring the recent PML-N tenure (from FY07-11), Punjabs GRP averagedjust 2.5%, much below the growth rate of other provinces, whichaveraged 3.4% and hence proved to be a drag on the overall countrysGDP growth rate.

2) Main reason behind this dip in performance was due tosignificant decline in agricultural performance of Punjab which came down froman average of 3.3% during FY00-07 to 1.0% while that of the Rest of Pakistanwent up from an average of 2.5% to 3.0% during the respective periods. Alongwith this the Services Sector also underperformed with an average growth rateof 6.3% during FY00-07 coming down to 3.6% during FY07-11 while that of theRest of Pakistan went up from 5.2% to 5.3% during the same respective timeframes.

3) Excerpt from the Report, The loss of growth momentum inPunjab, especially in recent years, is primarily attributable to emergence oflarge infrastructure gaps of water availability for the agricultural sector andof energy for the entire economy, especially industry. Clearly, thedevelopment priority must focus primarily on removing these constraints togrowth.
Does theMetro Bus Service (USD 270mn) make any sense now? With this amount a 300MWpower plant, sufficient to light up most of South Punjab could have beenconstructed.
_____________________________________________________________________

The Media fails to highlight this. besides Asad Umar no one from PTI ever mentioned this.

PML N has failed even more miserably than PPP.

Punjab was the only province where there was no gas and 14-20 hours of load shedding. Without keeping energy shortages in mind you can not compare Punjab economy with others. Punjab is the only province where foreign companies invested in big projects and even business man from Karachi moved their investment to Lahore and Faisalabad. If PMLN comes in power in center they will do something about Gas shortages which is very important to run any industry.

Power generation is a provincial matter since 2009.

Why wasnt money spent on it...PML N did not add a single megawatt

you need federal government guarantees to invest money in energy projects. Also, Punjab government do not have its own power supply system. If it was punjab duty to produce electricity then why Raja was federal minister of energy who looted almost 700 billions of rupees? This is old PPP tactics to blame PUnjab for energy crisis like they blame Punjab for bombing in Karachi and Queta.

In 1997-1999 when PMLN was in power then there was no load shedding and Pakistan was trying to sell electricity to India. I think election are coming in few days and all will know who people are blaming for energy crisis.

Yaar i ll tackle your points one by one
1) You dont NEED federal Govt guarantee - If its a provincial project a provincial guarantee to receive payments for producing electricity suffice.

2) Punjab doesnt have a power supply system - Producing electricity has nothing to do with supply system, all you have to do is generate power and it could be easily connected to the national grid. Even private companies produce electricity for national grid.

3) You are blaming PPP - And they should be blamed but for the past 4 years PML N for responsible hence they should be pointing fingers at themselves too.

4) When PML N was in power there was no load shedding BECAUSE in 1996 PPP regime started IPP projects of 3000 mega watts (HUBCO, KAPCO) - Since 1997 - 2008 not a single mega watt of power was added to pakistani grid.

NAWAZ sharif in both his term did nothing for electricity supply not a single project
