Moral backing maybe, especially by a section of the establishment (which thinks like you said in 3). According to a informal survey within the armed forces, there is about 80 % support for IK. But that is because of PTI support in general population. That does not mean that PTI and IK are accepting any kind of support from the establishment. If they were taking any financial help or otherwise, PML-N would have made full use of it, rather than relying on stupid questions that Sana Bucha keeps throwing in her programs for their propaganda.
