Beyond any doubt, Bureaucracy has major role in creation, inciting, and spreading
of corruption in the society. They have very long arms, their art of "killing" only
is known to them who are inbetween them or who have faced them. Their one
of the best weapon is to ensure that while framing rules/regulations, always
keep "discretionary powers" in them. In fact, they are the ones who inspire
the politicians to corruption, then they get their share very smartly and
even with more smartness they shift the onus on "others". Sheep skinned wolves,
they are?

This is high profile program but I want to share my small action. I start my first job in Pakistan and my boss asked to do on illegal work, I refused and when after 4 month ACR came he put negative remarks on it. I know thats I have not to stay there for long time, but others have not that choice.So corruption has a big role in our berocracy.
