The way you have put up this thread, it compares/contrasts two different things. Emphasis in BBC news is on RESEARCH and RESEARCH OUTPUT while the HEC Report focuses on GROWTH OF HIGHER EDUCATION in general. This also in a sense is comparison of QUALITY and QUANTITY respectively.

BBC news is based on a recognized scientific study/paper while the HEC report is just a compilation of data which may also not have been put thru a rigorous authentication procedure.

From another perspective, this news item is another indicator of the rot that has been set into motion by the recklessness, loot and plunder in last 5-6 years. It shows that when there is rot at the top/head, it start rotting the whole body downwards without any exception.........in crude slang....'when your luck start to 'yuck' then there is no full stop'!

All those who feel concerned by this situation need to wake up and do something........the least they can and should do is to spread awareness.....

Don't have the accurate #.

What I was saying is that it is a good sign that country like Pakistan is contributing "something" to the research community.

Well, I am not sure about good if the research is fake then this is worse.................All the talent is brain drained due to some A**Holes.....so called researchers.......

More universities, more PhD faculty, and more funds are proportional to growth in research output --by quantity and quality as well. I guess post-Musharaf, HEC as autonomous institution hasn't been accepted by the typical political elite and has seen cuts and hurdles in the recent past. I think its effectiveness, role and function is undermined.

I am not sure about the column. Now a days there is a trend that people write columns in the favour and dis-favour. We have to look at the reality. If things are that glittering then where is the progress.......instead we continuously see degradation of everything.......if the research was that great basic education system would have improved and vice versa.......every one is dreaming to leave the country...........one way or other. If we take out lies from our life things will get better.......but this is not happening near future....

I belong to academia but I am strongly against on the level of emphasis given to Research. Pakistani universities do not have enough resources (human, physical) that are required for research. Moreover ethically we are very week. So, research in Pakistan only means to produce papers by hook or crook. Nobody emphasizes on originality, so lot of plagiarism. "RESEARCH IS RESEARCH, ASLI HO YA NAQLI" principle is followed mostly.

So, why is research not beneficial for Pakistan? Firstly, commitment to teaching is becoming lesser and lesser. Secondly, Pakistan needs skilled labor and graduates to develop infrastructure and to run factories efficiently. And it is possible without research. Pakistan is at 133 out of 148 countries in the Global Competitiveness Index (http://www3.weforum.org/docs/WEF_GlobalCompetitivenessReport_2013-14.pdf ). Countries which have better basic infrastructure and industrial productivity (but no research) are far better than Pakistan.

Doing research in Pakistan is like "Wingian Lataan aur polce muqablay".

You are being commonsensical only and I agree with the better part of your argument in that, that Pak with its current infrastructure and resource base (in every sense) need to avoid the luxury of theoretical research. However, you cannot totally divorce research culture from the academia. Doing so would invite stagnation/deterioration in the academic quality and be losing out on the whatever little existing research skills and infra base.

Then it is also a function of which academic sector you are talking about: Engg, social science, medi/bio science or business management. Some form of carefully planned applied research would be necessary to keep the skills level and quality current and relevant in the chosen sectors.

I am still saying the same...................My dear friend.......if people do not understand the meaning of research....then how do they undertsand brain drain........?????
This is very simple for a layman. There is nothing to cover.........
