Well, let us look at it. This charade was started by BB, or more precisely AAZ behind the garb of BB Primership. They give licences to their cronies on very favourable terms. Where even 75% investment was done by the state. For them to invest a little bit from themselves, they were given full capacity charges and payment in US $. If Zardari and BB were punished at the time, this non-sense would have stopped immediately. Instead Zardari is still President of Pakistan, ready to sell Pakistan further down the drain.
When Sharifs came to power, they thought AAZ got away with it, so they did the same even higher scale.

The problem had never been generation capacity. If they didn't give new licences after heavy commission, Pak still has enough generation capacity that there would be no blackouts. What was needed is to invest in transmission lines. That still not done.

The results is that Pak is paying for the electricity not generated. The crooks laughing all the way to the bank and you cannot cancel the agreement otherwise you be hit hard with fines and penalties in International courts. Pak is most stupid nation on earth, they should have jailed all these criminals when the theft started. Instead they bought fake narrative of solving shortage problem.
