Here's Russia's president Vladimir Putin's address to nation on Covid-19. He announced no lockdown; he instead announced self-isolation for a week with all government and municipal bodies, and the public transport will work.
He also announced several welfare measures to protect income (unemployed by 50%) as well as tax relief for small-medium and micro companies, etc.
Pretty much what Imran Khan has announced for Pakistan too but our media, opposition parties and civil society liberals are barking at him and irresponsibly howling for a lockdown.
