I personally think Karachi, Lahore, Multan, Peshawar and any city where population is more then 5% of Pakistan's population should be declared separate province for ease of Management.

your list seems right.but zia actually did not create or support mqm.the proof of it is the hatred mqm people have for zia.even the word zia makes them get angry like a bull in heat......I heard from reliable sources that zia had very very weak government ,he ruled with a very lenient hand so the people under him used to have all the powers..i have heard that zia,s senior musheer tasneem noorani or someone (I don't remember name exactly) who was a mohajir established mqm and supported it.and when zia came to know about that he disliked it...anyway its similar to Nawaz shareef and zia relationship/people think that zia loved Nawaz shareef more than anyone.but the truth is that in late 80,s Benazir came to Lahore and Nawaz shareef secretly sent her messages of support (while on outside enjoying zia,s given position in govt) than zia got very angry with him...a senior friend of zia wrote in nawaiqat that zia was about to faarigh Nawaz shareef due to his treachery (support of Benazir) and bring someone else in his place when zia,s plane crashed.and lucky Nawaz shareef got such a big break
