He was a CM of Punjab and not the mayor of Lahore. He spent most of Punjab's budget in Lahore. Also take into consideration the amount of loans he has taken out.
Finally, it is easy to build roads and bridges if you have the funds. However, what he has done in building institutions? Did he reform police, patwaris, schools, justice system or provided basic facilities for the proper disposal of sewage or provide clean drinking water? Contrast this with KP which focused on reforming institutions including health and education.

Baki rahi apkay Lahore k development ki baat toh pehli baat toh yeh hai k Lahore ki development kisi aek party ne nahi ki balkay yeh silsila 1985 say zia ul haq k dor say chalta aay hai, Phir chahay PPP ho, Musharraf ho, PML-Q ho, ya ab PML-N sab ne lahore par tawaja di hai q k Lahore Punjab ka capital hai, aur jiskay pas Punjab hai oskay pas Federal government. Dusri baat yeh k punjab ka budget Sindh say Dugna aur KPK say 3 gunaah hai, aur Punjab government Punjab k funds ka aek barha hissa, jo aam tor par pooray Sindh ya pooray KPK k budget say barha hota hai sirf Lahore par lagaati rahi hai, toh aese main Lahore ne toh wese hi aagay barh jana hai. Lakin sawaal yahi hai k PML-N ne 30 saal say Lahore/Punjab par governance ki hai lakin unkay pas sirf Lahore ki development dikanay k ilawa kuch nahi hai.. Jabkay unkay muqablay main PTI ne sirf 5 saal main Punjab say 3 gunaah kam budget main apna loha manwaya hai. So agar sahi tor par Logo k vote par kisi ka haq banta hai toh woh PTI hai...
