Yes they disagreed with each other 'at times', but their main agenda was to act cohesively to divide Pakistan, separate East Pakistan and create a Punjabi majority Pakistan. Bhutto being a Sindhi was a convenient political tool for being used by the Punjabi army for this purpose. Ayub Khan and the Army groomed Bhutto with the same idea. It was also the reason why the capital was shifted away from Karachi.
