Because their agenda was to de-nuke Pakistan make it a colony of India. This is why NRO was done to import BB/Sharif. They knew that these corrupt will run the economy into the ground. The plan was to prop up India against China. So Zardari and Sharif did their job, but then China came along with CPEC, which sent shock waves to the power corridors in the West. Now with IK rising to power, they know that Pakistan will rise and become a power again. When IK starts to implement its agends and economy starts to rist, huge investment will come to Pakistan. There is a reason USA doesn't want to leave Afghanistan, they have already lost there. They wanted to finish Pakistan before leaving.
