Actually 60 days is not enough time for caretaker setup. First 30 were spent on candidate application and only 20-25 days were the actual campaign of the candiates.

Election application process should start at least 6 months before the elections and care-taker should at least have 120 days. of which 30 days for party tickets awards and 90 days straight for independent campaign.

Finance Ministry and all economy related decisions should be handed over to NSA for these 120 days of caretaker setup.
