First of all USA does not need tax havens because it has tax havens with in its own borders one of the biggest reasons why US citizens don't feature heavily in the Panama Papers. 2nd even if it was a CIA leak doesn't mean the documents and the information they provide is fake. No one has ever challenged the authenticity of the documents, save for ganju shah.
