What should KP do when Centre has categorically refused to pay Rs225 billion of it's rightful dues??

The PTI-led Khyber-Pakhtunkhwa (K-P) government has allocated Rs294 billion as a welfare budget in addition to making a separate allocation of Rs161 billion as development budget after the Centre excused itself from paying the K-Ps dues.

The Centre owes the K-P Rs225 billion, which have not been paid in the outgoing fiscal year ending on June 30. It has now categorically conveyed its refusal to be of any help, citing acute shortage of funds; however, the K-P accuses the Centre of depriving the province of its due share due to the PTIs principled stance on Panama leaks issue.

The scenario has prompted the K-P to make significant allocations for development and public welfare sectors using its own resources, which also rely on direct foreign assistance. Still, the desired targets of increase in welfare and development budgets are not met in the K-Ps annual budget of Rs505 billion.

The K-Ps budgetary allocations for the upcoming financial year 2016-17 suggest an increase of 12 per cent in the provinces welfare budget compared to Rs259 billion of the financial year 2015-16.

Sources said the province wanted to increase both the welfare and development budget by 25 per cent but due to shortage of funds, the desired targets remained far from being achieved.

The K-Ps development allocation of Rs175 billion in the last fiscal year 2015-16 was 20 per cent higher as compared to that of fiscal year 2014-15, when Rs139 billion were allocated for development.

On the contrary, the development budget (of Rs161 billion) for the new fiscal year shows a decrease of 8 per cent in comparison with the provinces current development budget of Rs175 billion.

This year, we did not get a single penny out of the total Rs225 billion payable to us. As a result, we cannot make significant allocations for welfare and development sectors, said an official, involved in the K-P governments financial matters.

KP govt should take the munafiqs of central govt to supreme court of Pakistan

They should also start a mass movement against federal govt throughout the province and bring people in Islamabad to stage a dharna.

Trust me Noora will never ever release these funds unless pressurised in all possible ways.

Ali Raza Bhutta said the province’s share in the federal tax assignment stood at around Rs250 billion of which around Rs190 billion had so far been paid to the province.

He said the province was to get Rs30 billion in lieu of one per cent levy for the war on terrorism of which around Rs22 billion had been paid, while Rs16 billion had been received in lieu of straight transfers from the federal government out of a total of Rs19 billion.
The secretary said recently, the government representatives held meetings with the Federal Board of Revenue officials, who said the province would get the remaining portion of its federal tax assignment.
“We met the federal authorities on Tuesday, so the amount is likely to be released very soon,” he said.

They should act quickly and efficiently, take Supreme Court asap, if that does not work they need to make money up by not giving funds from KPK.
PML N will delay and waste time....

The distribution of total revenue generated by Federal govt. thru different tax heads to each province is well defined in the Constitution. Provinces are also at liberty to levy their own provincial taxes for their advanced development programs through their own provincial assemblies. If a province is aggrieved that it has not been paid its due share out of the total revenue federal pool, it may bring the matter in the National Finance Committee and if the matter remains still unresolved the matter may be adjudicated in Supreme Court. I think what the Tribune has described is the matter of special grants over and above the budget finance distribution which is the prorogation of Federal government depending on the availability of funds under this head.

PML N will delay and waste time....
Most likely SC will decide quickly in only 20 years and then will take only 20 years to implement its decision.
