'Chaff' and also 'Flares' is neither about stealth nor any new technology. Once the enemy radar picks you and launches a SAM or or an Air to Air missile and the pilot thinks that the missile is close it releases them just to fool the missile sensor into locking on to them instead of Fighter jet.

stealth has nothing to do with the flares. that is geared towards heat seeking missiles. either he has no grasp on the subject or he just taking everyone else for a fool.
