When I worked for HMRC revenue and customs, I once received an email from a colleague who said he got fed up of doing 'Yes Minister' in his day to day duties.
However, the underlying point of this Iconic British Parody is that although the Civil Service did many things wrong, but when the minister wanted them to toe their line the civil servant would abide to them and fall in line and subservient to them hence the term 'Yes Minister'
