NEW DELHI: As Prime Minister Manmohan Singh prepares to leave for his bilateral meeting with US President Barack Obama, New Delhi has reiterated that the proposed immigration Bill being discussed in the US Congress will hurt Indian information technology (IT) companies by adversely impacting visas for highly skilled non-immigrant workers.


Foreign secretary Sujatha Singh said Indian IT companies have a certain business model and that the procedures that are being discussed in the US Congress would make it difficult this business model to be continued successfully.


"So, what we are trying to do basically is to flag our concerns in the manner in which this is going to impact on our highly-skilled non-immigrant workers. We are trying to flag the fact that some aspects of the proposed immigration reform would adversely impact visas for highly-skilled non-immigrant workers,'' said Singh, briefing reporters about the visit.


In July, the US Senate had passed an Immigration Bill that changed rules governing H-1B and L-1 employment visas intended for high-skilled workers. The Bill will now be sent to the House of Representatives.


If passed in the current form, the Bill will make it mandatory for firms with temporary foreign employees to pay a sharp supplemental fee for each such non-US national. It may also prevent any firm from hiring people on H1-B visas if 50% of its employees are not Americans.


The foreign secretary described trade and economic relations as a key pillar of the relationship, with a combined total of $100 billion in goods and services trade. "Both sides are working at a senior official level to address issues of concern on each side, in areas ranging from manufacturing, trade, investment, innovation as well as with regard to issues relating to non-immigrant visas for our highly skilled IT and ITES workers," she said.

Just when a bipartisan senate group is on the threshold of announcing a comprehensive immigration reform, Indian IT majors TCS, Infosys and Wipro have been accused by a top US Senator of abusing H-1B visa system.On Monday during a Congressional hearing on immigration reform, Senator Richard Durbin said “There are some specific abuses of H-1B”. The senate judiciary committee has been reviewing H-1B visa issues. The senator taunted IT companies saying "These outsourcing firms like Infosys, Wipro, Tata and others - Americans would be shocked to know that the H-1B visas are not going to Microsoft; they're going to these firms, largely in India, who are finding workers, engineers, who will work at low wages in the US for three years and pay a fee to Infosys or these companies"Referring to IT companies as outsourcing firms, the senator further alleged “I think that is an abuse of what we're trying to achieve here. Most people would think, well, Microsoft needs these folks, and they'd be shocked to know that most of the H-1B visas are not going to companies like yours; they're going to these outsourcing companies".Surprisingly, during the hearing two Indian Americans testifying before the committee supported the allegations of the Senator.Microsoft executive vice-president, legal and corporate affairs, Brad Smith also voiced his support to the Senator on the issue , saying "I personally think it's important that we both recognize the need for these firms to evolve their business model - I've had these conversations myself with them in India - that encourages them to focus on hiring more people in the US."Indian companies will soon have to make amends to their hiring policy, because the proposed bill will bar them from hiring people on H-1B Visa, if 50% of their employees are not Americans.The proposal is being opposed by US India Business Council and Confederation of Indian Industry (CII) who feel that this is against the sprit of India US strategic relationship. http://indiapulse.sulekha.com/local...indian-companies-abusing-h-1b-visas_post_3944

    The 1.86 million Indian immigrants who were living in the U.S. in 2011 represented the third-largest immigrant group by country of origin behind Mexico and China, according to a new study by the Migration Policy Institute.
    The share of Indian immigrants among all foreign-born in the U.S. has increased from less than 0.5 percent in 1960 to almost 5 percent in 2011, the report said.
    Immigrants from India are better educated, more likely to have strong English language skills and arrive on employment-based visas, and are less likely to live below the federal poverty line than the overall foreign-born population.
    They are also more concentrated in working ages than immigrants overall and India-born men outnumber India-born women.
    In 2011, India was the second most common country of origin for international students at U.S. institutions of higher learning, behind China, the study said.
    According to the Institute of International Education, students from India accounted for 13 percent (100,270) of the 764,495 international students studying at U.S. institutions of higher learning during the 2011-12 academic year.
    Almost one-third of all Indian immigrants in 2011 resided in just two states — California and New Jersey. More than a quarter of them lived in three major metropolitan areas — New York, Chicago and San Jose, Calif.
    In 2012, more than 66,000 India-born immigrants were granted U.S. legal permanent residency status. There were 42,928 who were naturalized, representing about 6 percent of the 757,434 new U.S. citizens that year.
    In early 2011, about two percent of all undocumented immigrants in the U.S. were from India.
    The data for the study comes mainly from the U.S. Census Bureau’s 2011 American Community Survey, the 2000 Decennial Census and Homeland Security’s Office of Immigration Statistics

Pakistani doctors in Chicago offer free community healthcare

A few months ago, her son was shot while working at a convenience store and the right side of his body was left paralysed. With glistening eyes, this strong breast cancer survivor breaks down as she recounts that she moved to the US to be with her son. His young wife, also here with her mother-in-law, stands beside her patiently. They drove almost an hour to the only clinic that provides free-of-cost premier healthcare to members of the community who have no health insurance.

The Pakistani Descent Physician Society of Illinois (PPS), under the umbrella of theAssociation of Physicians of Pakistani Descent of North America (APPNA), opened this free health clinic in 2009. APPNA, which has been in operation for 35 years, is headquartered in the Chicago suburb of Westmont, Illinois and has brought together motivated doctors sprinkled throughout the United States to volunteer at free clinics, perform charitable acts, and has also provided assistance in times of dire emergencies when natural disasters hit both the US and Pakistan.

As you drive away from the shimmering city of Chicago with gleaming towers of glass and concrete, the bluest waters of Lake Michigan and the America you see in the movies, some of the bitter truths of living in this country hit you like the wind on a cold, blustery day.

The scenic views of the third largest city in the country left behind, you reach the suburban town of Westmont, a few miles south of Chicago. Here you will find a diverse population of various ethnic backgrounds living side by side, taking advantage of this APPNA centre.

Open on Saturdays due to its nature of being run by volunteer physicians, medical students and community members who have other responsibilities during the week, the clinic caters to about 25 patients on a given day in the four hours it is open. With an increasing demand from the patients, PPS hopes to gain more support to start a mobile clinic and also begin providing services on Wednesdays in the future.

As I walked in, I was pleasantly surprised by the set up and warmth that emanated from the people and surroundings. Uzma and Afia, young student volunteers greet you at the reception with an eagerness to be helpful. Most of the volunteers are from Pakistan but there are some friendly faces from India and the US – all genuinely happy to contribute to this cause.

Clinics are no fun place to be, but as a smiling patient Tasneem Abbasi commends, he is highly satisfied with the treatment but also especially comfortable because he can speak to the doctors in Urdu. An environment of culturally infused respect and mannerisms, it was like walking into a family gathering. I happened to catch Dr Rizwan Farooqi, their coordinator and physician, crouching on the floor, holding the feet of an elderly patient.

Why is the indian IT industry so dependent on the US laws ? its been almost a decade that IT Industry formed base in india. And still India cannot stand by itself ? look at China ? If the indian economy is so dependent on US outsourcing, this shows there is no base to the growth within the country. This sounds an alarm.. .because tomorrow if other 3rd world countries do the same work cheaper, the work will go there.... india will loose out on it, vietnam and phillipines have already started eating into the call centre and customer support areas.

Obama needs to tell Singh that in your own country the laborers from Bihar or UP cannot go to Bombay and drive a taxi or Rickshaw as the Union leader will start a strike and they kill these out of state immigrants. If Indians don't allow their own citizens to come from another state to work, why should the US allow these foreigners who start their own sweat shops? Indian IT H1B and L1 visa holders exploit the US system by getting credit cards pile up thousands of dollars worth of debt and then disappear. They have been arrested for sexual harassment. Many marry local women, get them pregnant and get a green card, then disappear to India. Obama needs to ensure that he does not give into the Manmohan Singh's passive conversation. He is a lame duck PM

I know the practice first hand. The Indian companies send their employees to the US and UK, charging the fees to the clients. They pay the employee in Indian rupees in India. The agreement is either the firm hiring would provide the living space and other expenses. Sometime, the fees is higher and Indians supply the living quarters too. The firm take the difference, the employee get some living expenses as supplements so they can save their Indian salary while stationed in the West for 2/3 years. I have seen Indian techies in the UK paid as little as Rs50,000 or Rs75000 a month in India while working here.

On one hand you Bharatis tell the world how great your country is whilst on the other are happy to see your community grow in other countries like the US at the expense of people leaving Bharat! Here is the story of another Sikh getting his @ss handed back to him in the very same country:)! New York: A Sikh professor at Columbia University was allegedly attacked by a group of men in an assault which the police are investigating as a hate crime.

School of International and Public Affairs professor Prabhjot Singh was assaulted on Saturday night while walking in the Harlem neighbourhood near New York.

In an online post, Mr Singh's friend Simran Jeet Singh, who is a doctoral candidate in religion at Columbia, said Mr Singh had been "brutally attacked" on the street and had been rushed to the hospital "bloody and bruised, his face swollen from a fractured jaw."



The young professor could not speak because his teeth had been displaced, Jeet Singh said in the post 'Hate Hits Home: When My Friend Became A Target' published on the HuffPost website.

"Last night, I received the kind of phone call that everyone dreads: a close friend was hurt, and on his way to the hospital. But the news got worse, as I learned that my friend, Dr. Prabhjot Singh, a young Sikh American professor at Columbia University, had been brutally attacked on a public street, the victim of a violent hate crime," the post said.

While in hospital, Mr Singh communicated to the police that his assailants taunted him and beat him, calling him "Osama" and "terrorist" as they pulled at his long beard. He was repeatedly punched in the face and head as he lay on the sidewalk.

Mr Singh had returned from dinner and after dropping his wife and one-year-old son at home, had gone for a walk.

Mr Singh was unable to provide any descriptions about his assailants.

Jeet Singh described the young professor as someone who has "dedicated his life to serving the underserved."

Mr Singh is also a resident physician at a leading New York hospital. "Unfortunately his assailants did not see Prabhjot Singh, the professor, the community health expert or the local doctor. They saw a man wearing a beard and a turban - his articles of faith - and saw a target. Sadly, for many other Sikh Americans like Prabhjot, this is a story they have heard and experienced before," Jeet Singh said in his online post.

Mr Singh has been discharged from hospital and had met with officials from the New York Police Department Hate Crime Task Force, who are investigating the incident as a hate crime.

Following the attack on Mr Singh, the New York chapter of the civil rights group Council on American-Islamic Relations (CAIR) called on state political and religious leaders to speak out against bias-motivated crimes.

"New York's religious and political leaders must speak out forcefully against the type of bigotry that leads to hate attacks on people of all faiths and backgrounds," said CAIR-NY Operations Coordinator Sadyia Khalique in a statement.

In Iraq, afghanistan, kashmir, libya, sudan and even Pakistan muslims are being attacked by the whole world and despite being victims you say that its because of Muslims ??

That's to bad because if non-Muslims invade our lands then there will be massive retaliation so live with it. In other words what you are saying is that Sikh's do not have their own identity so are mistaken as Muslims!!! We started growing beards are wearing turbans centuries before they did. If they want to be known as Sikhs then they should form their own identity instead of forever borrowing our dress sense and using our religious terms.

People in USA have this criminal instinct (i.e. hate crime). They have a long track record of this eccentricity against blacks. And not only blacks but indians as well, e.g. recently the Indian-born beauty pageant was targeted by the nuts from the same nation, you remember?? So this was all because of her Indian roots, so would you blame her Indian roots for this hate crime??

There is no harm in following a better thing . so if Sikhs are following better things of Muslims i.e beard, turban .. then its not bad , but its pity that other religions r following better aspects of Muslims but Muslims themselves r leaving them.

Point is that in 500 years Sikhs have failed to establish there own identity which is why they are looked upon as Muslim's! On the contrary Muslim's are never confused with Jews, Sikh's or Amish people despite the obvious similar appearances with beards and hijab like head gear. How are Muslim's leaving there identity when millions of men grow beards and women cover their heads?? Sikh's have no identity of their own and they know it!
