MULTAN: The city police officer had two sub-inspectors handcuffed for more than two hours on Monday night for taking into custody a man who claimed himself to be a relative of an SP posted in Lahore on the allegation of speeding, it is learnt.
The alleged speeding incident took place on Jan 10 when, sources said, Sub-Inspector (trainee) Mehtab Ali stopped a car near Chowk Fawara around 12:30am claiming that the driver was reversing the car in speed. They said the driver, Malik Rizwan, introduced himself as a close relative of an SP and misbehaved with the official.
The sub-inspector brought Rizwan to the Chehliyak police station and put him in the lock-up. Sources said Cantonment ASP Shahnawaz Chachar tried to solve the issue and asked the SI to let the driver go.
The ASP summoned the sub-inspector in his office the next day and asked him to apologise to Rizwan but the officer refused to do so. Thereafter, he was suspended from service.
Meanwhile, the CPO received a complaint and directed the ASP to initiate an inquiry against the SI. The ASP in his report submitted on Jan 12 stated that speeding was not possible in the area which is one of the most congested places in the city.
Although the officer thoroughly checked the vehicle and found the documents complete, he took the driver to the police station and kept him in illegal detention for three hours during which he manhandled Rizwan, alleged the report which recommended departmental action against the SI.
Sources said the CPO called some police officers for a meeting on Monday evening and inquired about SIs Ali and Zohaib Ishfaq (the latter of Steel Mari police) upon which he was informed that both officers were in the office of the Gulgasht SP to attend an inquiry being held against Ishfaq in another case.
The CPO, said sources, let loose his indignation and sent for both SIs and directed the officials to handcuff them. He also asked Chehliyak police SHO Bashir Hiraj to lock them up but the police station head showed reluctance and had the two officers released through intervention of other policemen.
On Tuesday, Cantonment SP Saifullah Khattak served an explanation letter to SI Ali while directing him to submit his reply within seven days.
Sources in police said the act of detaining both officers by the CPO was illegal and such actions demoralised the force. When this correspondent contacted CPO Ahsan and ASP Chachar for their response, both denied being approached by anyone.
The CPO justified his action saying he would not spare the officers found guilty of misbehaving with the public. He said the complaint in question was handed over to him in an open court and he was contemplating having cases registered against the two officers though some colleagues had recommended departmental action only.
