1. Restore the people's mandate for effective governance by their representatives.
2. Immediately replace top officials in the military, law enforcement, intelligence, and civilian bureaucracy, totaling approximately 300 to 400 positions.

Establish a high-ranking Special Judicial Commission with clear mandates to investigate violations of the law and constitution since April 2022, assign accountability, and transform into a trial court with the authority to prosecute individuals under Article 6 and other relevant criminal and civil statutes.
4. Conduct open trials with live telecasts of proceedings involving key accused members of the military, paramilitary, law enforcement, intelligence agencies, judiciary, bureaucracy, politicians, election officials, federal and provincial cabinet members, and any other culpable parties.
5. Offer clemency from capital punishment to individuals from the aforementioned groups who cooperate as state witnesses against the primary perpetrators of crimes against humanity and those who aided and abetted them.
6. Establish a Truth and Reconciliation Commission to facilitate the public admission of guilt by perpetrators of crimes, allowing for forgiveness by affected individuals or their families, with exceptions for offenses such as murder, assassination, and torture.
7. Ensure that individuals guilty of murder, assassination, and torture are not eligible for forgiveness through the Truth and Reconciliation Commission.
8. Implement immediate military reforms to subject them to civilian judicial oversight and curtail the authority of military chiefs across all services, including bringing the Inter-Services Intelligence (ISI) agency under legal and governance scrutiny.
9. Constitute a Military Reforms Commission tasked with evaluating Pakistan's security objectives and reshaping its military deterrence strategy within 180 days, encompassing aspects like size, structure, personnel, equipment, and training.
10. Entrust a Special Commission with determining the future status of commercial activities and assets directly or indirectly owned and or operated by the military.
11. Initiate constitutional amendments addressing administrative, judicial, civil service, and police reforms, and proportional representation for elections.
12. Prepare for a referendum to overhaul the constitution, transitioning to a presidential system of government and potentially creating additional provinces.
