Under the wise advice of Indian brothers the Northern Alliance adopts the “Kantay say Kanta” or the tit for tat policy to terrify ISI and separate it from Taliban. The policy is to answer Taliban attacks in Afghanistan by attacking Pakistan through Pakistani insurgents so ISI will be scared of NDS and RAW capabilities and ISI will be on knees in front of NDS and RAW and accepting his defeat ISI will present them with Taliban top leadership.
It does not end at just helping Pakistani insurgents ,moving one step forward just to increase the scope of power and horror RAW and NDS willingly provide the clue of terrorist attacks inside Pakistan by continuously remaining in contact with attackers. The terrorists continuously on phone guided by their handlers provide location of some RAW or NDS safe houses in Afghanistan.
This policy shift is observed as there is change in Indian Govt. the extremist anti Pakistani Govt. comes in power . The attackers of APS Peshawar massacre were continuously in contact with their handlers in Afghanistan. Pakistani Army Chief Raheel Sharif and ISI Chief flied to Kabul with the same evidence of attackers handling and guiding from Afghanistan.
Except doing the serious efforts to end NDS and RAW activities against Pakistan from Afghanistan , Afghan govt. continuously maligns Pakistan for terrorism and always wants Pakistan to be the partner in war against Afghan Taliban. Pakistan can’t afford two enemies inside Afghanistan. Pakistan has to has some support from some strong groups from Afghanistan to diminish the activities against its existence like Durand line dispute and greater Pashtonistan movements.
Afghan Govt. had changed policy far before it came to open.
In the era of 2008 to 2013 the Tahrik Taliban Pakistan was continuously supported, trained and armed by RAW and NDS agents. In 2013 Afghan President admitted the presence of Mulla Fazalullah the top leader of TTP in Afghanistan. He wanted to strike a deal with Pakistan to exchange Pakistani and Afghan Taliban leadership .
Afghan policy could only be fruitful if Pakistan would be continuously rocked with blasts and terrorist attacks but Pakistani intelligence agency not only destroyed all the terrorism web created by NDS and RAW but also they were able to repel all trained insurgents to Afghanistan by successful operations clearing all area under insurgents.
Each terrorist attack from Afghanistan boasts up the moral of hard liners to pursue and compel all the civil and military leadership for their old regional policy. The attacks from Afghanistan also slap on those faces who continuously say that in past our Afghan policy was wrong and we had not to train Jihadists . The attacks justify old Jihadi policy of the region. The policy of training Pashtuns and Kashmiri Jihadists for insurgency in Afghanistan and India. The policy of encouraging all freedom movements in India. The policy to cut India from central Asia.
Pakistani military top leadership and civil leadership don’t want the old Jihadi policy as is hated by whole nation. While Musharraf was Pakistani president , he followed the secular philosophy and handed over many vulnerable Al Qaida and Taliban commanders to USA. Following his operations in Pakistan against foreigner Jihadist the backlash was the massive terrorism in Pakistan. Pakistan had to go through the worst experience of terrorism hundred thousand people killed and more than hundred billion economic losses suffered by Pakistan due to terrorism.
Unfortunately the Northern Alliance elements have not forgotten the death of their leader Ahmad Shah Masood which they blame on ISI. Northern Alliance elements had always a fury of revenge for Pakistan because of old regional war with Taliban and Pakistani support to Taliban. Northern Alliance was badly beaten by Taliban and was besieged in Badakhshan during Masood era. The super hero Ahmad Shah Masood was helpless against Pakistani Taliban.
Northern Alliance pursued the old enmity with Pakistan. Joining hands with RAW they created a strong nexus against Pakistan in Afghanistan. They helped Pakistani Taliban. They sheltered TTP leadership in Afghanistan and finally some Uzbek and Tajik (Northern Alliance) attackers found in attacks on Pakistani airports. Just like an open challenge to Pakistan to continue the old war.
The signals of RAW and NDS involvement in APS Peshawar massacre were just to motivate ISI to do the worst against them.
Now situation in Afghanistan goes in Pakistani favor that majority of Afghan population victimized by US attack and Northern Alliance and incapability of present Govt. is against present Govt. Due to political support from inside Afghanistan Taliban are continuously increasing their area under control. Under the challenges of enmity thrown by Northern Alliance to Pakistan what else can be expected except fastest growth of Taliban.

Northern Alliance elements are extremely frustrated because world is not interested to pay attention to their incoming grievances and their voice is suppressed under the weight of ISIS and the financial worries of Europe and US. The west’s first priority is ISIS and even they are fighting alongside the Al Qaida the enemy of Northern Alliance .
After fifteen years of political and battlefield defeat to Northern Alliance by Taliban , the Northern Alliance heroes still ambitious to defeat Taliban and even Pakistan but US knows the realities and capabilities of Northern Alliance and all world including US are focusing on dialogue with Taliban.
Under tit for tat policy Pakistan will not apply pressure on Taliban for dialogue rather they will be encouraged to answer for counter offense.
Once again Afghanistan is going to civil war. This time there is no Masood to save the Northern Alliance. This time Taliban will have a landslide victory or a clean sweep all over Afghanistan. (Today Kundoz Afghan province has fallen to Taliban )
