The Story of growing Remittances

If there is an economic news that officials do not mind repeating in every press release, that news is the growing remittance Pakistan has been enjoying lately, about $1.2 billion a month. I somehow get this feeling that Ministry of Finance is claiming credit for it and it proud of it.


It took me a while to understand that these officials and their bosses actually do have alot to do with the growing remittances to Pakistan. International Growth Centre had a report out in June analyzing data on remittance. There were a lot of numbers and statistical jargon. I’ll get straight to the meat of it along with SBP’s remittance report.


Here’s the SBP’s Remittance report breakdown



  • Pakistan receives about $1.2 billion/month in remittance
  • Just over 15% comes from Europe
  • Around 20% comes from North America
  • A whopping 58% comes from the Middle East.


Now some interesting figures from the IGC report. Remember, these are mere estimates



  • Pakistan ranked #7th in top Emigration Country (i.e. Citizens leaving the country)
  • Immigrant headcounts sending money to Pakistan grew from 4 million to about 8 million senders between 2004~2012
  • Between 2004~2009, North American migration did not increase. Most of the migration was to Middle East and Europe.
  • Europe’s migration actually has turned negative since 2009 but Middle East remains positive.
  • Average US remittance transaction amount is almost double ($790) to that of Middle East ($392~$505)


Now to make sense out of this - Most of the remittances comes from Pakistani bread earners providing cheap labor to Middle Eastern countries and sending money back home to support their families. These remittances aren’t primarily coming from affluent Pakistanis who have settled in the Western countries. The rise in remittance is primarily coming from more bread earners fleeing Pakistan to Middle Eastern countries providing those economies with cheap labor. They do not earn as much but the headcount makes up the chunk of their share.


So you see folks, Ministry of Finance is rightly taking credit for rising remittance. They have figured a way out to increase remittance... by raising inflation via deficit spending. They have figured out that if they make things in Pakistan so miserable these bread earners will start to leave Pakistan, but continue to send money back to their families. Ministry of Finance & SBP will get their hands on the foreign reserves, commercial banks will get a cut from the exchange rate spread and everyone wins! Ofcourse, everyone doesn’t include the family of the bread earner. That’s Middle East’s problem now.


Ofcourse, I possibly couldn't end this article without that famous quote “Why dont they leave then?” They did. They actually did leave and are now picking your tab of foreign trips and lavish imported cars. Let us all hope and pray that Mr Ex-PM doesn’t get to leave when the time comes.

he disliked that cus ppl believe nawaaz is innocent baby...how could he be he is getting 62% from that money.....they never made an effort to try to stop any of the economic injustice....and yet that uncle ji is supporting him....
The thing is we people are too busy in collecting pennies,cents and rihyal that we fail to see what is happening and who and who is responsible....

Brother, the thing is current Govt is giving money through BISP to their constituencies by just printing **** loads of money. Today I read that Natl bank of Pakstan will loan 10 year advance salary to Gov officers at low interest rate.
People are not bothered at what cost to the nation they are receiving this money. The VOTERS are happy they are getting the money now. Same things Punjab Govt has also done.

Money from corruption and other ill gotten money is sent to other countries. Most is sent to UAE and other gulf countries through Hundi system. From there the money is used to buy property or assets, as there is no Income tax or property tax in Dubai the govt doesnt ask you where the money comes from. Then you sell those assets and send the money to Pakistan via remittance, this is a good way to turn black money to white.
All the folks back home are happy that we are getting $1bn a month from our hard working laborers god knows how much of the corruption money that goes abroad actually comes back through remittances.

Do you think it is possible for Laborers in ME to save more money than professional Pakistanis who are working in the US and Europe?

I am not a very technical guy.. but its like a mini-phone exchange. If you set up 1 in your city and 1 in the US(which if you want, I'll set one up here on my line) and then you can call US for free.. Those who do not have internet, would simply have to call Your local exchange number and then it will reroute the call to any US number they wish to call. Now for e.g. Saudia, If 1 person living in KSA volunteers to set up his box to make local calls, now we have Saudia in the ring too. Guys, this all is going to be free calling (minus local calling charges)

These bas-tards need to be fed their own excrement! Not a dime of revenue from the phone should go to them! Nawaz to Nawaz, jisse ye log APNI FAUJ samajhte hain na , they should story Bangladesh's history.. No daughter was safe.. and when the time comes in West Pakistan, no daughter will be safe for these pigs!

Here's the kicker dude..
Average US remittance transaction amount is almost double ($790) to that of Middle East ($392~$505)
Most of the migration was to Middle East and Europe.
Europe’s migration actually has turned negative since 2009 but Middle East remains positive.
The average transaction amount from Mid_East is $392~505... and its these amounts that make the chunk of the remittances. Also, there was more data in the report suggesting that majority of this money was being sent to Urban families. Sure there MUST be money laundering happening, lekin the emigration headcount increase argues for remittances sent back.

On the phone tax. I think Rehman Malik has already beaten you to the punch.
See these loopholes are designed so someone can make a killing.
Its them creating rent for loop holes they leave in by design.
Same was the story for the rate hike on CNG and the LPG sam.
In Pakistan if their is a sudden rate hike look for the scam in place to make a profit of it.

Government Loses Rs 30 Billion Rehman Malik reaps 'grey' calls windfall
ISLAMABAD, June 14: The government is facing an estimated annual revenue loss of over Rs 30 billion on account of ‘grey telephony’ under which international calls are re-routed through local — often illegal — exchanges to avoid local taxes, mainly because of policies designed apparently to favour a sitting powerful minister.The Pakistan Telecommunication Authority (PTA) has been reducing approved settlement rates for international calls terminating in Pakistan with a stated objective of reducing incentive for grey traffic. But the authority increased these rates soon after the PPP-led government came into power in Feb 2008.

The PTA now admits that its policy of raising ASR was ‘misused’ by some operators, but says that
“no estimates for the volume of grey traffic and the annual loss for it are available”.

One of the leading beneficiaries of the grey traffic is
Rodcom Europe, now being renamed as Hollywell Solutions. Rehman Malik, the sitting interior minister, is the chairman of London-based Rodcom Europe — a specialised VOIP (voiceover internet protocol) company established in 2001 “offering a limited number of high quality routes to a limited number of high quality customers”, according to the company website.

It says its early destinations were mainly to Europe and
“Pakistan soon joined them when VOIP licences were first issued in 2003”.

Rodcom’s activities in Pakistan, the website claimed, “have grown to a level where we are
now one of the top five senders of Pakistan calls in Europe The lack of transparency on the part of the government makes it next to impossible to figure out whether or not Rodcom’s activities are legal. The government contends that not all VOIPs are illegal, but the PTA refuses to provide details about operators registered with them.
This, observers conclude, suggests that most of them are
operating in violation of rules and without paying taxes.

Regardless of whether or not Rodcom is operating legally, Rehman Malik’s ownership of the company raises moral and ethical questions. “That a federal minister who oversees law enforcement agencies which are required to curb such illegal telephone calls, should own a company involved in this business is clearly a conflict of interest,” an observer said.

Dawn has learnt that raids carried out by law enforcement personnel against such operators usually target small fry.
This allegedly creates more business for the larger companies.
My note: Thats why your advise is bad. RM will defend his Business intrest with a vengeance.

The aim of such raids, it is alleged, is not to eliminate the illegal grey traffic but to facilitate certain telecom players. A number of such telecom operators contacted by Dawn declined to say anything on the record about the issue, fearing a backlash from within the government.
Repeated attempts to get Mr Malik’s point of view failed; text messages to his mobile telephone remained unanswered. Repeated efforts to get his version though his personal staff members — Mohammad Shoaib, Zafar, Latif, Abdul Majeed and Nawazish Ali — over four weeks also remained futile. His ministry does not have an official spokesman at present.

What makes the conflict of interest issue more serious is the fact that the current government has not made a concerted effort to eliminate the grey traffic; instead circumstantial evidence suggests that official policies have encouraged such activity. There are two commonly known methods of checking grey traffic. First, by reducing the official PTA rates to make them competitive with those offered by such operators; Dr Mohammad Yaseen, the current chief of the PTA, confirms this.

“In order to reduce grey traffic, one tool available to the PTA was to reduce the ASR (reduced approved settlement PTA was to reduce the ASR (reduced approved settlement rates),” he says. And in the past the PTA has reduced the ASR with the publicly announced objective of curbing grey traffic. For instance, the PTA reduced rates from about 20 US cents per minute to 7 cents per minute in the first three years of telecom market liberalisation until late 2007.

However, the PPP-led government reversed this trend; the ASR were increased to 10 cents in May 2008 and then to 12.5 cents in February 2009. Though in July 2009 these were brought down to 10.5 cents per minutes, they still remain higher than they were before the PPP came into power. Furthermore, an additional tax, the access promotion contribution (APC), also witnessed a hike from two cents to five cents per minute in 2008 and then to 7.5 cents in February 2009.This too was reduced to 5.5 cents in July last year, where it still remains higher than what it was in 2008.

The impact the higher rates had on legal international traffic to Pakistan is no secret — data shows that legal phone calls made to the country from international locations increased from 200 million minutes in February 2005 to above one billion minutes in February 2008, after which the PPP government came into power. Since then, the legal international traffic has dropped to below 400 mi nutes, coinciding with the increase in the ASR.

The PTA, in a written statement, claimed that the hike was intended “to deliver the benefit of increased contribution to operators as well…enable local loop operators to expand their networks from the subsidies received via access promotion contribution.” However, the authority conceded that this did not happen. According to the PTA, the increase in rates led to a reduction in the number of fixed lines being used by customers, “forcing PTA to reduce APC as well as ASR”.
A second common mode to check grey traffic is the installation of filters at main gateway exchanges; all international calls to and from Pakistan, terminate at or originate from these exchanges. Dawn has learnt, however, that the filters have not been installed so far.
Instead, the PTA says that it “has installed state-of-theart equipment which detects illegal telecom traffic” which along with a team of highly technical professionals and dedicated workers “monitors the illegal activities on 24hour basis…to apprehend the culprits and to prevent losses to the national exchequer…” However, according to sources, the “state-of-the-art” equipment has its limitations. For instance, it can only identify numbers receiving unusually huge traffic and that, too, once the calls have been terminated. By the time, PTA and law enforcement agencies swing into action, the lap top, through which the calls are being routed, is usually shifted to another location.HOW GREY TRAFFIC RUNS:
Grey traffic is defined as the use of illegal exchanges for making international calls, bypassing the legal routes and exchanges. These illegal exchanges include VOIP (VoiceOver Internet Protocol) that uses a computer; GSM (Global System for Mobile) gateways; WLL (wireless local loop) phones or mobile SIMs.
This traffic may then be distributed onwards using WLL and mobile numbers.

Generally, grey traffic can be recognised from the fact that such calls with either not show up or a fake number will appear on the display window if the recipient has the CLI (caller’s line identification) facility. This is because licensed operators also make use of grey traffic as the use of illegal exchanges or gateways allows them to avoid taxes. If for instance the rate for an international call is higher than a domestic call — the norm in many countries — the operator will pay less in taxes if the international call can appear to be a local one, which can be done by rerouting it through a local number. The operator can then report a far smaller number of calls to the regulator — the PTA in Pakistan — and pay far less in tax than he would if he disclosed the actual number of international calls put through to Pakistan. This form of grey traffic is called concealment or misreporting of traffic.

My appreciation definitely does not mean I won't be criticizing what I feel needs to be criticized (and that too, to the point of utter rudeness and disrespect) but it needs to accepted that this was a piece of marvel - not a reference to Stan Lee, so take it easy there superman - you're not a superhero, just yet.

3 guys I know are already using a smaller version of this device.. It uses FREE GOOGLE Voice. Google is 100% FREE. Other services charge about $0.0012 /minute which is still dirt cheap! I too have used it and I can NEVER tell that someone is coming me from outside the US. A friend of mine took this box to Dubai and was making calls for free from Dubai to US and Pakistan.. Truly an amazing device!

And its NOT blocked in Pakistan or the mid-east. Infact, if you have an android phone with internet, u dont even need this device...

And honestly, if you guys set up this box.. and maybe charge Rs100/month and let people use your exchange to make free calls to US.. Wont be a bad idea! And if you expand your network to other cities/countries, you will attract more customers.

The service (VOIP)isnt blocked only so that Rehman Maliks exchanges in dubai go through can go through.
Ever wondered how all those dirt cheap calling cards work. Yep its Bhatta to Rehman Malik.
They have most of PTA sitting around sniffing for these connections to kill competition.
They have bought very expensive moinitring equipment to do this.

Sure an illegal exchange is easy enough to set up but if you try to scale up even slightly FIA’s National Response Center (NR3C) will come down knocking.
So you can get away for personal used but if you try to scale up and recuperate your expenses you will get a sound drubbing.

You cant beat them at their own game so just use Gmail talk or skype.

Unless you have links in FIA or with Rehman uncle.
Or if you are some Network masters of SSL tunneling, spoofing traffic,ip etc.

3 guys I know are already using a smaller version of this device.. It uses FREE GOOGLE Voice. Google is 100% FREE. Other services charge about $0.0012 /minute which is still dirt cheap! I too have used it and I can NEVER tell that someone is coming me from outside the US. A friend of mine took this box to Dubai and was making calls for free from Dubai to US and Pakistan.. Truly an amazing device!

And its NOT blocked in Pakistan or the mid-east. Infact, if you have an android phone with internet, u dont even need this device...

And honestly, if you guys set up this box.. and maybe charge Rs100/month and let people use your exchange to make free calls to US.. Wont be a bad idea! And if you expand your network to other cities/countries, you will attract more customers.


There ya go! I just gave you a free business tip.

guess, if everyone switches to smartphones with internet, they can use the Google converted VOIP to SIP accounts and use those connections to make international calls.
The service (VOIP)isnt blocked only so that Rehman Maliks exchanges in dubai go through can go through.
Ever wondered how all those dirt cheap calling cards work. Yep its Bhatta to Rehman Malik.
They have most of PTA sitting around sniffing for these connections to kill competition.
They have bought very expensive moinitring equipment to do this.

Sure an illegal exchange is easy enough to set up but if you try to scale up even slightly FIA’s National Response Center (NR3C) will come down knocking.
So you can get away for personal used but if you try to scale up and recuperate your expenses you will get a sound drubbing.
Here is a incomplete list of raids since RM took charge from May 2008, for the "crime" of setting illegal exchanges,i.e Competition.
These are raids done by FIA so you are going to get screwed. Its not your local thanna. They will throw the book at you:
