The LAND REGISTRY is the body that holds such records.

Local council don't keep the record of the properties. Council keep the records of the individual who live there for local tax/benefits/electoral roll purposes.
Land registry keeps all the record of the properties all around the UK. There is a 4 search fee for a simple property search and report, which would simple display the current owner's name/or company's name.
If you need further information like charges registered etc, you fill up different forms and pay the prescribed fees. It all can be done online, you get a report generated which you can download, print etc.
