Motorway police is an example where a new setup was created totally separate from existing traffic police from scratch to improve performance and it worked well. A new police force on the same pattern can be raised to replace and eliminate current useless and un reformable punjab police

Not a bad idea. So this is how you start the procedure:
To begin with.....
Surrender the current PSP officers to the Establishment Division ISB and get the replacements of dignified men with clean record from other provinces.
That being done, then immediately start identifying the most raunchy non PSP ones on a war footing and tell them to report to the provincial CPO.
Get trained good guys from KPK, AJK & GB on deputation as their replacements
Initiate departmental disciplinary proceedings against these raunchy ones and after adopting proper procedures for the removal of govt personnel, dismiss them.
Those found involved in crimes..... put them behind the bars.
In the interim summon all the retired Army JCO's and jawans and get them on board. They need minimum training as they are properly trained in the Army.

In tandem with this above plan, recruit on merit as many college graduates as possible. Give them full fledge training and replace all the criminal minded "poolsias" (SHOs, DSPs, Inspectors, SIs ASIs etc.) with these guys. Place them in the field and you will see lot many good things happening in a very short time.

P/S: Rana Maqbool's entry and interference in Police working SHOULD be banned thru court restraining orders.

I agree with all of it, i want to add.

1. build 225 new Police stations Quick Chinese method building in 7 days.
2. Hire New 225000 officers.
3. Take the guns and ammunitions' from old punjab Police.
4. forcefully retire all that you can find an excuse. overweight, criminal activity, etc. etc.
5. Take away policing rights away from them and give them just enough to stand on a corner and just be informers. eliminate old. police stations few at a time due to redistricting and other excuses until its all gone. 5 stages in 8 months time .
6. make it illegal for politicians or other sources of power to call any policeofficer directly. Must go through a Public registration and in the presence of a public supervisor with recoded conversation. Any police officer who fails to inform , contact between any politician will be fired.

A good example to follow. Start out with a parallel force and slowly replace the gullu butt police with the new one.

However, the top tier has to be replaced more urgently.

Yeah, you're right.

The biggest hurdle is that..... no one knows that in Pakistan (only country in the world) where there are about 10 different Police Acts and Police Ordinances starting from 1911 to date, under which our Police functions and it continues. Interestingly all of them are in the field and are applicable and all of them have Constitutional protection. For example, if a committed crime is cognizable under two different sections of the law then one part of the crime is dealt under 1911 Police Act and the 2nd part under Police Ordinance of 2002. This is being deliberately kept that way by the Parliament badmashia. That is how their high paid attorneys keep them out of the ambit of any accountability whereas, the poor ones once go to the jail, will stay their all their lives as no one is there to get them out. Even if they engage an attorney the knowledge and depth of that attorney is very superficial and they don't understand these machinations because they don't study and loose the case. They are only interested in their fee and the judge is happy to show it on his record at the time of annual ACR or promotion to the next level that he prosecuted these x number of culprits. This is very unfortunate.

So if we try to adopt the suggestions you have made (all good and fairly workable) the courts will throw them out on the pretext they are in violation of the Constitution. The courts want to get abolished the previous Acts and Ordinances 1st with 2/3 majority, then replace them with the new ones.
That is why it is a zero sum game.

Entire Police system needs to be reformed and beyond that the entire CSS system which is base for this and other gov jobs.

CSS is redundant and a cult that allows people to exploit other people.

Police officers should be directly employed after passing out from police academy education. Police should be modeled on motorway police system.
