The System in the UK is simple
The local Council compiles the voters register
A form is sent to every addressand it has to be returned by the head of the household by post
Every one eliglible to vote gets entered into the form,including those who will become 18 in the following year
Come election time,every single voter gets a card through the letter box,where they are told where they can vote,nornally a local school or library
Anyone can inspect the register, and correct mistakes,you can also go to the town hall and register to vote anytime
