Importing cheap locomotives from china cost pakistan railway (china is the biggest copy cat in the world,they cant make a single thing without copying ) !!They should thought of importing the same locomotives at cheaper price from india!
In india a locomotives life is close to 30-40 years !!China still imports locomotives for high speed railway from GE.....
