General Rtd Shahid Aziz, General Rtd Salahudin Butt, Dr. Qadir) army relayed the message that it is up to civilian government weather to or not to conduct tests (Exactly like when army decide to block NATO supplies for six months and when orders came from Uncle TOM to resume NATO supply then Army "All of Sudden" realized and recognized civilian authority and resumed NATO supply on PM Gailani orders (W>T>F).).
In 1998, plan was if it turned out hard decision then PM will take the fall otherwise "Boote Palishye" are there (in different forms Q, PAT and PTI) to twist the civilian achievement into Army's.
