Who knows?...First guess would be that Nawaz ordered to sit in opposition so Shahbaz didn't have much choice.Second, It was order from above and Shahbaz have no choice but to follow it.Same thing happen for center government. Where they didn't even try to form government.Let alone talk with mqm, Bap, Independents.I think, Both were told to don't disturb pti and had no choice but to follow orders due to nab/fia cases.

Nope, there was no try.They might have failed to form government them.But, They would have forced pti to give better offers to independents and other parties to have them support pti.Let's see, PPP didn't even give their six mpa's to pml-n in Punjab.And, Shahbaz didn't asked Zardari once.Neither Zardari/Bilawal and Shahbaz/Hamza met even one time.That was the level of their seriousness.I think, There is no more who can do buying better than Zardari.Also, PML-N/PPP/MMA have better relations with these baloch parties.They didn't even tried.I believe, Both were forced by someone more powerful to not create hurdles for pti government.
