RAWALPINDI, Aug 20: People from all walks of life on Tuesday asked the Punjab government to enact a Right to Information (RTI) law similar to the one passed by the Khyber Pakhtunkhwa government.

Speaking at a mobilisation camp here, civil society activists and others said the passage of the RTI ordinance in the KP province was going to be a game changer in the country. It is ‘something new and positive’ in Pakistan after decades, they added.They said people needed access to information for making their voices heard and resolving their problems.

“We hope the Punjab government will enact the RTI law soon. But we want that the whistleblowers in the government offices should be protected under the law. There should also be rigorous punishment for all those officials who will not respond to the public complaints or provide the citizens with misleading information,” said an official of the Centre for Peace and Development Initiatives (CPDI) that had organised the camp.

Mehr Nasim, a university student, observed that the RTI law would not only empower people but would also help bridge the gap between the citizens and the state. “We, the taxpayers, want to know where exactly our money is being utilised and how? We have waited for decades to get our voices heard and make those at the helm of affairs accountable to the people,” added Zakiya Minhas, an engineering student.

Fareeda Khan, a high court lawyer, said more than 80 per cent pending litigations in courts were related to land disputes mainly because it took years to get the revenue record from the patwaris. She added that the RTI law would make it easy for the people to get the needed information and record within a few days.

The participants said after the passage of the RTI law, it would be the duty of every person to make awareness among people about how to get access to the public information so that maximum number of citizens can get advantage of the law.

The advocates of RTI law on the occasion also asked the federal government to come up with a similar law so that people can ask about the transparency in multi-billion projects, purchase of government machinery or even the travel log of politicians and bureaucrats.
“Let us enter into a new era and claim our rights. After the KP government, other provinces should also formulate similar laws to facilitate the citizens to get access to information,” said Dr Kanwal Khawar, one of the speakers.

Right to Information Ordinance: KPK civil society bodies reject draft

PESHAWAR - A group of civil society organisations on Wednesday rejected the proposed draft for an ordinance on Right to Information by the PTI-led Khyber Pakhtunkhwa government and demanded proper legislation in the provincial assembly instead of promulgating an ordinance.
Addressing a news conference here at press club, the Coalition on Right of Information (CRTI), a group of 20 civil society organisations, Coordinator Zahid Abddullah said that the incumbent provincial government prepared a draft proposal in shape of ordinance for ensuring access to information to general public. He said the ordinance to would be highly ineffective and riddled with a number of anomalies and flaws.
He said the civil society groups had also put forward a drafted document on Right to Information but the provincial government was not acting upon it. He regretted that the provincial government was not going to make legislation for access to information to everyone but merely promulgating an ordinance. “Despite the tall claims of the PTI-led government for good governance, he said the drafting of an ordinance was quite immature and ineffective decision that would create ambiguity and complexity after its promulgation. “If the Ordinance was promulgated according to the present drafted document, then it will end up curtailing rather than protecting and promoting citizens’ Right to Information,” he maintained. Flanked by other representative of the RTI, and Centre for Governance and Public Accountability (CGPA) Aamir Iqbal, Komal, Atab Khan, and other representative of the civil society group, Zahid said that the drafted law envisaged the establishment of one member information commission like a federal ombudsman would be a failed attempt to properly deliver to the masses as per their expectations.
“The information commission, he said, does not have powers to issue directions to public bodies for proactive disclosure of information, whereas the commission wouldn’t impose penalty on officers for unlawful act of denying to give relevant information. Similarly, he said that most of information would be denied with the introduction of an exempted list in the drafted ordinance on Right to Information by the provincial government. “The CRTI has categorically rejected the drafted ordinance,” he said and asked the government to legislate proper law and enact it as an Act in the Khyber Pakhtunkhwa after consultation with relevant stakeholders.

Metro Bus was the sole big project in 5 years of a province that has the highest budget. While KPK is addressing all the problems like health, energy, police and public transport alltogether. Metro bus wasn't a bad thing, but it was bad in a sense that the government didn't focus on other things but went on to make metro bus in the last year of the election(which was widely used for votes in speeches).

lol u comparing overhead train with Metro bus? haha ... u r a true patwari :) btwn khattak is from noshehra which was expemted from taxes for 3 years after 2010 floods :)

Han over head train main to khote gadhe saffar karte hain na, sirf metro buses sirf insanon kae lie hoti hain. :)

30 lakh kamanae wala agar tax exemption ki chatari lae kar Haji shareef ud din banta hae to us ki ethical condition kia ho gi? ye mujhe batane ki need nahi
