DUBAI: Pakistani spinner Saeed Ajmal on Tuesday created more confusion about his bowling action, by claiming he has special dispensation from the game's governing body to straighten his arm beyond the allowed 15 degrees.

The 34-year-old off-spinner, who took 24 wickets in the 3-0 Test series whitewash of England, claimed that the International Cricket Council (ICC) has allowed him extra leniency, up to 23.5 degrees.

As per the ICC rules a bowler can only straighten his arm up to 15 degrees, beyond which his action will be deemed illegal.

"I don't know about my bowling action, but somebody was telling me your action is bad. ICC has allowed me 23.5 because my arm is not good because of an accident, that is why a problem," Ajmal told BBC television on Monday after being declared man-of-the-series.

"Otherwise no problem, straightaway cleared by ICC."

Pakistan won the third and final Test here by 71 runs.

His bowling action, reported by match officials during a one-day series against Australia here in 2009 before it was cleared after remedial work by experts, once again came under suspicions following his career-best 7-55 in the first Test, also played in Dubai.

Former England paceman Bob Willis raised suspicions over his 'doosra' (second one) -- a ball which turns the other way than a normal off-break -- while England coach Andy Flower said he has his own opinion and left the matter to the ICC.

But after Ajmal's claim on relaxation, Flower on Tuesday showed surprise.

"If that's the degree, then there's a problem, said Flower when asked about Ajmal's claim of special dispensation. "That's ridiculous."

"That is an ICC issue, though. They are there to police the game, and make sure that it is played within the rules, so they've got to scrutinise his action.

"We've all got our own views, but our job is to combat whoever is put against us, and part of it is also to play the game in the right spirit."

Pakistan cricket team management said Ajmal was cleared by the ICC within the permissible limits and they will issue a further clarification shortly.

A spokesperson for the ICC has denied that any special exception has been made for Ajmal and that the Pakistani spinner is also bound by the 15 degree rule. (AFP)

We let this happen by letting these people talk in english - whats the problem with speaking in Urdu and if the media is so eager to have his views then either they get an interpreter/translator or have PCB provide one. I see that the english media purposefully tries to talk to him for humorous/amusement purposes and enjoy it afterwards knowing the fact that he can't speak english very well.

Another thing is that PCB needs to tightly control players' media interaction - I don't recall Warne or Murali talking to media particularly about their bowling as much as Ajmal. He is a weapon for us and he should avoid talking to media about those issues and let ICC and PCB answer any queries.

Ajmal comment sparks action confusion

Saeed Ajmal, Man of the Series as Pakistan whitewashed England 3-0 in the UAE, sparked confusion over his bowling action by giving an interview in which he appeared to claim that he has special dispensation to exceed the limit currently permitted by the ICC. However, it later emerged that Ajmal has an abnormally natural bent arm similar to Muttiah Muralitharan although the exact degrees involved remained unclear.
In the interview with the BBC, Ajmal volunteered the belief that the ICC had allowed him 23.5 degrees to compensate for an accident in which he injured his arm. The ICC, however, were quick to reject the suggestion.
Ajmal said: "Someone is telling me my action is bad because the ICC allowed me as a bowler 23.5 degrees, because my arm is not good. A few years ago I had an accident. Otherwise, no problem, the action was cleared by ICC."
An ICC spokeman denied that was the case. "There is no dispensation for anyone," he said. "It is worth remembering that his first language is not English and this may have been a slip of the tongue."
David Richardson, the ICC's general manager of cricket, confirmed that Ajmal's arm is not naturally straight and that Ajmal's action does not fall outside the 15-degree tolerance limit.
"There is a big difference between the 'elbow carry angle' (elbow abduction) and the degree of elbow extension," he said. "There is nothing preventing a bowler bowling with a bent arm, provided he does not straighten it beyond the permitted degrees of tolerance."
In an interview on the ICC website, Richardson added: "In Saeed Ajmal's case he has a 15-degree angle of elbow abduction."
The PCB issued a statement attempting to clarify the situation although their claim that Ajmal's elbow has a natural angle of 23 degrees didn't match Richardson's explanation that it was 15 degrees, which also happens to be the ICC's tolerance limit.
"The ICC's level of tolerance of 15 degrees relates to the degree of elbow extension that is permitted in the bowling action, ie. the amount by which the arm is straightening," Pakistan team manager Naveed Akram Cheema said. "Previous tests conducted on the action of Saeed Ajmal show that the degree of elbow extension is well within ICC's tolerance levels."
"Saeed Ajmal was referring to the angle of elbow abduction, ie. the angle of the upper arm to the forearm and not the degree of elbow extension. This angle is approximately 23 degrees in Saeed's case.
Ajmal tormented the England batsmen in all three Tests, claiming 24 wickets in the series at an average of just 14.7. Their inability to distinguish between his off-break and doosra caused particular confusion and vastly reduced the effectiveness of England's much-vaunted middle order. Ian Bell, Eoin Morgan and Kevin Pietersen all failed to average more than 13.
While Bob Willis, the former England captain turned pundit, had raised concerns about Ajmal's action at the start of the series, the England team have been reluctant to be dragged into any controversy. Consequently, they have stuck to the line that it is job of the umpires and the ICC to scrutinise bowlers' actions.
However, Andy Flower, the England coach, expressed his surprise after being told of Ajmal's remarks. "If that's the degree, then there's a problem," Flower said. "That's ridiculous.

Batsmen with faulty techniques & poor temperament, bowlers which are being questioned on the legality of their bowling actions, poor standard of players’ physical fitness and horrendous level of ground fielding these are some of the core perennial issues in the real cricketing sense which have dogged the national sides of Pakistan for years and in return which exposes the effectiveness of its administration as well.

We don’t even have a well established faculty on the academic discipline of Biomechanics in Pakistani universities to look upon the basic issues of bowlers and their delivery actions in its domestic structure where any anomalies can be locally ironed out with acute professional precision. I think PCB should come out of its terminal slumber and do undertake some necessary steps to address the above mentioned list of issues which are quite sparse by the way if they want to prioritise them in order to improve and refine the domestic cricketing structure and its resultant finished products (Playing levels of all age groups including the seniors).

All of these myopic Muppets in PCB concerned about is to rely on some so called marquee series against top rated teams in the world especially the Indian team to raise their revenues whether on home or away venues despite of getting snubs from them on regular basis and eventually failing to realise the true worth of their sorry selves.

Pakistani cricket team is need to be developed like a powerful and irresistible brand first of all where no other team of the world could dare to treat them like piece of crap but instead to feel prestige and honour to engage with them on continual basis like the immortal teams of the Australians (Invincibles of 1930-48 & Steve-Ponting era of 1999-2007) and West Indies (1970-80’s) used to enjoy in the past.

Pakistan Cricket brand in short is need to be enhanced and to make it fully autonomous and financially stable so that its administrators don’t need to stoop to this disgusting level of grovelling in front of the foreign powerful cricket regimes on regular basis and plus to untangle itself from such embarrassing questioning from their critics around the world.
