The 2 Surahs that he mentions as the best Ruqya are referred to as "mu'awidhatayn" (meaning the 2 Ta'widh). Ruqya is, in fact, on of the three forms of Ta'widh: (1) Ruqya; (2) Tama'im; (3) Tiwalah.

The word "Ta'widh" and "A'udhu" are derivatives of the same word and mean "seeking refuge". Therefore, "A'udhu billahi min ash-shayaan ar-rajeem" is also a "ta'widh". Allah Says in the Qur'an: Fa'idha Qara'ta Al-Qur'an fa-AS TA'IDH billahi min ash-shaytaan ar-rajeem (So when you recite the Qur'an, seek refuge of Allah from the accursed shaytaan). What is bolded is again the same derivative of the word "Ta'widh".

So finally we have an admittance that ta'widh is HALAL as per the shari'ah! Furthermore, the hadith this brother mentions about Rasulullah (SAW) saying that the mu'awidhatayn is the best ta'widh does NOT invalidate all other kinds of ta'widh. Also, the mu'awidhatayn can either be read as an incantation (ruqya) or can be written down (tama'im).

People often confuse "Ta'widh" to mean "Tama'im" when in fact both tama'im and ruqya are 2 different forms of the same thing.
