When Pakistans independence was close to becoming a reality and after. Also befor Burma itself gained independence in 1948. The Rohingya asked Muhammad Ali Jinnah for assistance and that their territory which was touching border with then East Pakistan to be absorbed into Pakistan. But Muhammad Ali Jinnah denied their requests for assistance saying that it was Burma's internal matter.

So Pakistan has been indirectly responsible for the fate of the Rohingya wheter we like it or not. Maybe time to attone for past sins is due now. At the very least we should try every diplomatic avenue available to us to solve this crisis.

Also don't forget Bangladesh is just as much as to blame as Burma in my view, they have in the past gone to such extreme lenghts as towing the refugees arriving by boat in to deep sea waters and leaving them their stranded without food and water to die saying its not their problem.
