To watch that the markets, big and small, roads and highways around the cities had scant movement as ordered by PG. What else!
I have zero idea what he actually saw on the ground and what he ordered later on.
However IMO using heli may be better because bureaucracy would not give him all good report. or take him to visit a certain areas after locking it - there is lesser chance to deceive.

You don't like buzdar and find him incompetence - well and fine, that's your opinion and you might have some experience of running administration. As far as transfer/ posting is concerned that's normal occurrence in a government -- unless someone start making it into an issue . Performance based posting will allays have high turnover.
