RS62.67M WORTH EQUIPMENT LYING DYSFUNCTIONAL IN SERVICES HOSPITAL


Lahore—Believe it or not, state of the art medical equipments and machinery worth of millions rupees are still lying dysfunctional in the Urology Department of the Services Hospital due to the lethargic attitude of the hospital’s administration and the Director General Monitoring and Evolution Punjab of Planning and Development recommended an inquiry committee to fix responsibility of the negligence on the part of the hospital’s administration.
The source told this scribe that the administration even did not bother to open the boxes packed with equipments, although the Urology Department asked such machinery to upgrade the department in order to conduct the latest tests of the patients suffering from kidney problems.
It is pertinent to mention here that Services Hospital being tertiary care hospital receive most of the complicated cases referred from all over the Punjab. In order to provide quality care treatment in Operation Theater of the Urology Department, the Health Department conceived a project in 2014 titled “Provision of Endoscopic Instruments for Minimal Invasive and Advanced Surgical Procedures in Urology at Services Hospital Lahore” in order to provide state of the art treatment facilities to the poor and needy patients.
The original approved cost of the project was Rs.62.67 million with planned gestation period of 12 months.
A report of Director General Monitoring & Evolution Punjab available with Pakistan Observe revealed dismal situation of this project as procurement of machinery required for urology department remained satisfactory but the performance in terms of outcome remained unsatisfactory as most of the medical equipments worth million of rupees were lying in store in boxes and not in functional state.
Report further says one medical equipment (Mobile C-Arm) procured at the cost of about Rs9.5 million was not supplied by the company and still lying in Karachi port. It has been more than nine months since this equipment has been procured but the concerned department of the Service Hospital did not take any step to get this machine from Karachi port which shows a serious undisciplined and lethargic attitude of the hospital’s administration.
The source said C-Arm machinery is a vital organ of all the operational function of the project if it will not be installed, other equipments related to C-Arm would also not be functional.
Due to the absence of this equipment the objective pertaining to minimal invasive procedure could not be achieved. Report further says, SWISS Lithoclast modern equipment having Pneumatic, ultrasound, laser and suction properties for effective stone removal was procured at the cost of Rs4.03 million but the evaluation team found no evidence of any procedure performed by the equipment.
It says, LASER-100 WATS used to vaporize, prostate, bladder tumors,& strictures was procured at the cost of Rs.10.652 million has also no evidence of any procedure and is kept in store in original packing.
The estimated cost for this equipment as per PC-I was Rs.9 million but procured at the cost of 10.654 million that needs justification. A High Definition Camera System with accessories procured at the cost of Rs.3.4 million also kept in store at the time of visit. However, the official concerned explained that they move this equipment to the operation theater on operation day.
After a detailed study DG (ME) declared it as “Poorly Executed” intervention by health department.
Keeping in view the observations of evaluation team of DGM&E, it is recommended that the matter regarding non-functional medical equipment may be probed and a committee may be constituted by health department, mandatory with defined TORs to conduct proper inquiry of the deficiencies and fix the responsibility against delinquents under PEEDA, 2006.
It is further recommended that the medical equipment lying at Karachi port yet not be cleared from the Custom Department may be get cleared without further delay to make functional other medical equipment still uninstalled lying in store.

Powerless Mayo Hospital frustrates patients

LAHORE: Just as the clock struck seven in the morning power went out at Mayo Hospital.


The breakdown occurred at a time when medics were bracing themselves for the day ahead while patients were queuing in front of the hospital’s various departments. The administration of the city’s largest hospital—whose OPDs cater to 3,500 patients daily and are equipped with over 200 beds—had no option but to tell the people to come back another day. Power at the hospital had first gone out in the night between Tuesday and Wednesday for two hours. The second power break went on from seven in the morning to three in the afternoon.


Health Department Spokesperson Ikhlaq Ali Khan said scheduled electricity outage was being carried out every Wednesday due to the ongoing construction of the Orange Line Metro Train project across areas in the hospital’s vicinity. “The hospital turns to power generators every Wednesday while work is carried out at the train project,” he said. Khan said the department had not received any complaints regarding the suspension of operations at Mayo due to the power cuts.


Khan said the department had been sending text messages regarding the restoration of power at the hospital in the night between Tuesday and Wednesday when the media had picked up the story. According to the text, power was restored in just half-an-hour. Khan said only one ward of the hospital had lost power entirely while all others had turned to power generators and continued functioning smoothly.


With regard to the consequent power cut, he said, an electricity load shedding schedule had been issued. “40 of the hospital’s 43 wards have power backups in the form of 16 electricity generators. All operations are continuing according to routine,” Ikhlaq said.


Dissenting view


Mayo Hospital Young Doctors’ Association (YDA) general secretary Salman Kazmi told The Express Tribune that the Health Department was hoodwinking the people. “It is not taking responsibility,” he said. Kazmi said the power outages had caused a myriad of problems. He said several surgeries and procedures had been delayed in the wake of the power outages as operation theatres and wards had plunged into darkness. “If this is what the situation is like at the city’s largest hospital, one need not say much about the state of affairs at the Health Department and across health facilities province-wide,” he said.
