1. Survey of the constituent area to gauge the leanings of the people towards the potential candidates
2. Short list at least 4 candidates from the survey results
3. Town hall like debate amongst the candidates with their programs and their interventions to implement their programs for the area
4. Whosoever wins the debate and have proper following amongst the constituents should be awarded the ticket, of course after thorough scrutiny by the IB.
5. This person should be the primary candidate and the covering candidate should be from the winner of the rest three.

Yes, they did make a mistake. At least 4 of the winning independent candidates were from pti since they were not given the ticket so they contested independently and won it.

This is the worst part of democracy as is seen in Pakistan. The rivalry generated in local bodies elections continue for a very long time. If you hold elections for candidates for a particular seat the losing candidate usually leaves the main stream party and joins a candidate from the opposing party just to get even. Accepting defeat gracefully is not our norm. When party leaders of big parties cry foul and do not accept defeat gracefully expecting the same from people at the local level is asking for the impossible. Sadly our people do not choose the most suitable candidate on basis of ability but on basis of biradari, personal interests or just to get 'even' with a candidate who may have done some personal wrong whether real or imagined. This the main reason we get elected people whose caliber is no better than street urchins. Watching a session of the national assembly or senate makes one lose hope in the future of democracy in Pakistan. Personal insults are freely traded on the floor of the house. I cannot identify who started the custom of not letting the President and PM speak without disturbance on the floor of the Parliament but what was seen on the occasion of speech of Ghulam Ishaq Khan was really depressing. Today's defenders of democracy like the pony-tailed LGBT activist Raza Rabbani, the eloquent Aitzaz Ahsan, and many godfathers of democracy were screaming at the top of their voices ,egged by the mother of democracy and daku-rani of Sindh ,Benazir Bhutto. 'Go baba go ' was their 'revolutionary slogan.
