Because they know they can and have been getting away with it. If Tax evasion wasn't such a big deal enforced with some serious jail time and consequences. I doubt many would be paying taxes in other countries too.

Hence I said a few examples out of the ordinary public need to me made examples off. Just to show their serious intent.

Another reason is also many also think and rightly so, that their tax money will just be wasted and end up in corrupt pockets like it has been till now.

Very absurd logic. ~90% of employed Pakistanis are not taxable since they earn below minimum taxable wage. What if he got all the votes from those?

It's the feudal lords/industrialists/traders etc. who are the problem. Even if the number of taxpayers increase from 1% to 2% your tax collection will double!

Justice can never be perfect but it has to be a close second.
