He is partially right. Actually PPP and PMLN are challenging PTI in Punjab. PMLN wants to use PPP to diminish PTI in Punjab, so that they can go back to muk muka politics .
But I think that PPP will probably hit a brick wall in Punjab now. There is a lot more awareness now, and frankly, people are sick of bhutto family in general.

Not sure about Punjab if Qamar Kaira would be able to make any difference but in Sindh all the by elections are won by PPP. Even seats vacant by MQM and PMLN members are taken by PPP. No presence of PTI or JI.

Majority of people have been either PMLN or PPP voters. The bulk of vote bank of both parties has been quite partisan and rabidly anti the other party. With the near demise of PPP after its 5 years in power, most PPP voter had no option but to vote for PTI in 2013 as they hated PMLN and wanted to defeat it.
If they are somehow made to believe that PPP has come back from dead and has a realistic chance of competing with PMLN, many of them will switch back to PPP and this will dent PTI's vote.
